Joseph W. Orbell, Sr., 87, of Jerome Street and Northeast Philadelphia, died peacefully on Wednesday, November 24, 2021 attended to by his loving family.

Mr. Orbell has been referred to as a "legend" in the Philadelphia Police Department. Starting as a motorcycle cop in 1956 in the Highway Patrol, he rose through the ranks to the highest level as Chief Inspector. Among the many positions he held are Captain of Narcotics, Chief Inspector of Patrol, CIB, Night Command and his favorite position as Chief Inspector of the Philadelphia Police Academy. His career at the Academy was the longest in the history of the training facility. He retired in 2003 with 47 years of service, the 2nd longest tenure in the history of the Philadelphia Police Department. Family members to this day are still being thanked by those who "Chief Orbell" made a lasting impact on their lives or careers.

Joe was a man who was deeply committed to his career, but even more committed to his family. His father died when he was 9 years old, and being the man-of-the-house amongst his mother, aunt and 3 sisters, he grew up during tough times, helping to support the family until he found his calling within the Police Department. He met the love of his life in 1958, Laura Lapetina, and had 2 children; Joseph W. Orbell and Laurie Ann (nee Orbell) Czerpak, and shared 61 years of love and marriage. From this union came 3 grandchildren who all adored him and affectionately called him "Poppy."

In Addition to his wife, son and daughter, he is survived by his grandchildren, Cassidy Ann Czerpak, Shannon Laura Czerpak, and Jacob Vastine Orbell, his son-in-law John Joseph Czerpak and his daughter in law Valerie Vastine Orbell. He is predeceased by his parents Joseph W. and Anna (nee Joyce) Orbell, his sisters Anna, Sarah, and Alice, his aunt Sadie O'Reilly, and his cousin Buddy O'Reilly.

This was a man who was a loving husband, father, grandfather, uncle and friend. He served his family and his city for his entire life. He will be missed.
Relatives and friends are invited to greet the family on Tuesday, November 30, 2021 from 9:30 AM until his Funeral Service at 11:00 AM at the John F. Givnish Funeral Home, 10975 Academy Rd., Philadelphia, PA 19154. His interment will follow at Holy Sepulchre Cemetery, Cheltenham PA.
